The Appalachian Regional Commission (ARC) is an economic development agency of the federal government and 13 state governments focusing on 423 counties across the Appalachian Region. Position Summary:

ARC seeks an Assistant General Counsel to provide legal counsel to senior and other staff of the agency on a broad range of topics, including but not limited to administrative and non-administrative law issues, legislative topics; state, local and federal law as related to ARC business; contracts and grants; ethics; employment law; and personnel issues relating to EEO, pensions, benefits and compensation.  Advising managers, employees, and the general public on issues related to FOIA, ethics and a wide variety of matters concerning employee behaviors and responsibilities. Conducting legal research, reviewing laws, legal opinions, policies and precedent cases.  Aiding with contracts, grants or other legal instruments executed by administrative officials of the Commission. This position reports directly to the General Counsel.

Required Qualifications:

  • Ability to provide legal counsel on law issues for state, local and federal laws & legislative topics.
  • Expert knowledge of the laws, regulations, policies and procedures related to all aspects of contract and grants management and the demonstrated ability to provide authoritative legal expertise.
  • Ability to analyze complex legal problems and issues (conducting analysis of and providing interpretative advice on the laws affecting ARC programs).
  • Ability to work collaboratively with managers, staff, attorneys and support personnel in a wide range of enforcement, litigation, policy-making activities and legal counseling.
  • Excellent legal writing skills.
  • Core competencies: accountability, adaptability, collaboration, communication, and critical analysis.
  • Successful completion (prior to hire) and maintenance of background security review; U.S. citizenship required. 
  • Professional law degree (LL.B. or J.D.) from an accredited law school.
  • Active member and in good standing of the bar of a state, the District of Columbia, Puerto Rico, or a U.S. territory.
  • 1-3 years of relevant experience.
  • Occasional travel within the thirteen-state Appalachian region may be required.  Must possess & maintain a valid driver’s license.

ARC generally follows the General Schedule Salary Table of the Federal government.  ARC’s grades denoted by “NF” are equivalent to the federal grade(s) on the GS chart. This position is an NF-12 (DC locality).  This position is located in Washington, DC.
