Director, Human Resources

Organization Overview:

The Appalachian Regional Commission (ARC) is an economic development agency of the federal government and 13 state governments focusing on 420 counties across the Appalachian Region. ARC’s mission is to innovate, partner, and invest to build community capacity and strengthen economic growth in Appalachia to help the Region achieve socioeconomic parity with the nation. 

Responsibilities:

ARC seeks a Director of Human Resources to lead, implement, and evaluate all aspects of the HR function, which includes Federal components.  This position will lead the full employee life cycle in alignment with ARC’s mission, programs and strategy, fostering a diverse, inclusive and equitable environment for all staff. This position will ensure compliance with multiple HR and payroll systems, Federal and private, that require understanding, interpretation and application of statutory and regulatory authorities.  The Director of HR will report to the Executive Director and will lead, coach, manage and develop the HR team.

Required Qualifications:

  • Experience with a mix of public and private sector work in payroll administration.

  • Strong familiarity with benefits administration lifecycle including vendors management, negotiation of benefits renewals and stakeholder with retirement brokers.

  • Proven experience applying a wide range of human resource management concepts, principles, laws, regulations, policies, practices, analytical and diagnostic methods and techniques sufficient to address and implement a wide range of complex, interrelated HR strategies
  • Experience applying effective consensus building, negotiating, coalition building, consulting, and conflict resolution skills and techniques applied in a variety of settings to generate positive, strategic outcomes aligned with organizational goals
  • People leadership and management experience with a focus on coaching, developing and supporting HR professionals is a variety of areas.
  • Core competencies: accountability, adaptability, collaboration, communication, critical analysis, and leadership
  • Ability to thrive in a collaborative environment and bring an energetic and innovative approach to his or her work
  • Successful completion (prior to hire) and maintenance of background security review; U.S. citizenship required

ARC offers a collaborative work environment and a competitive benefits package which includes health insurance, 401(k), paid time off, commuting subsidy, professional development, etc. This is not a federal position, however, if a federal employee is selected for this position and transfers without a break in service of more than three calendar days, he or she may be able to continue his or her retirement and life/health insurance benefits. ARC generally follows the General Schedule Salary Table of the Federal government.  ARC’s grades denoted by “NF” are equivalent to the GS chart. This position is an NF 15 (DC locality). Temporary telework through Sept. 30, 2021 due to COVID-19; position is located in Washington, DC.
